14-year delay in prison communication system
Since 2012, attempts have been made to establish a system for monitoring inmate communication in Central Prisons. The delay in implementation is problematic, as files show that convicted serious criminals have planned crimes from inside the prison. The issue has been repeatedly raised over the years.
