Administrative chaos in building legalization program
One year after the planning amnesty program concluded on June 23, 2025, thousands of Cypriots are stuck in bureaucracy. Local authorities have failed to process nearly half of all applications for legalizing unauthorized construction work and building defects, with regional councils facing a backlog of approximately 1,800 applications. The delays are significantly hindering homeowners in settling their property rights.
