Cyprus: Only 20% of notices could be served
Data presented to the parliamentary legal committee shows that Cyprus faces significant problems in serving out-of-court notices. Of 190,000 delivery attempts, only approximately 38,000 were successful, representing a rate of 20%. The country's small population size is not accepted by authorities as an explanation for this failure.
