Difficulties in Delivering Traffic Penalty Notices in Cyprus
Cyprus's population size does not justify the low success rate in delivering traffic penalty notices to traffic violators. Of approximately 190,000 delivery attempts, only around 20 percent were successful, meaning approximately 38,000 penalty notices were actually delivered, while roughly 152,000 could not be delivered.
