Electronic ankle monitors arrive but are not yet in use
New electronic monitoring devices for prisoners have been delivered but are not yet operational. Given overcrowding in the prison where inmates sleep on the floor, the delay in using these devices could be problematic for housing conditionally released prisoners under electronic surveillance instead of in prisons. The reasons for the delay are unclear.
