European security and migration: a strategic paradox
The crisis in Ceuta illustrates a long-recognized reality of the European Union: the protection of its external borders depends not only on its own capacities but to a large extent on the willingness of third countries to cooperate. This strategic paradox creates considerable challenges for European security policy and migration control.
