Local Self-Governance: High Dependence on State Subsidies
Following the local self-governance reform, greater financial dependence on state subsidies has been observed. The share of state funds in municipal budgets has increased from approximately 29 percent before the reform to 38 percent and exceeds 60 percent in some municipalities.
