Major Challenge Remains Open in Regional Administration Reform
The reform of local self-governance, particularly the functioning of Provincial Self-Governance Organizations (ΕΟΑ), represents one of the most important institutional changes in Cypriot public administration. This reform measure goes beyond mere administrative restructuring and directly impacts critical policy areas such as permit issuance and water management, with substantial questions remaining unresolved.
