In Cyprus, thousands of apartments in multi-unit residential buildings have problematic or absent management. Elevators are often poorly maintained, common areas have chronic debt problems, and management committees either do not exist or are active only during emergencies. Preventive maintenance and timely repairs are the exception rather than the rule, which is why a better-regulated legal system is necessary.
