Municipal Reform Fails to Achieve Goals: State Costs Doubled
Cyprus's municipal reform has failed to achieve its intended goals. Contrary to study recommendations that called for a reduction of municipalities, they were instead increased. The consequence: state expenditures have doubled and citizen fees have also risen.
