Outstanding Operating Costs Do Not Prevent Property Transfer
New case law confirms that outstanding operating costs must not prevent the transfer of property ownership. The protective measure for buyers was introduced to remedy a long-standing problem in the real estate market in which buyers remained without title deeds for years despite having paid the purchase price.
