USA: Man with Guillotine Near Capitol Arrested
The U.S. Capitol Police arrested a 35-year-old man who was transporting a guillotine in the bed of his pickup truck near the Capitol complex in Washington. The suspect, Philan-Tam-Duy Le from Juliaetta, California, was taken into custody shortly after his discovery.
