Von der Leyen Calls for European Security Mechanism 'Article 4'
EU Commission President Ursula von der Leyen has proposed a European security mechanism as a 'European Article 4,' reviving the old idea of a European Security Council. The mechanism is intended to serve as a deterrent and European trigger for collective responses to crises and was presented in her annual State of the Union address.
